1. (C) The 12:00 deadline given by the military mutineers
for the dismissal of the Minister of Defense has passed. One
Embassy source reported that soldiers have left Camp Alpha
Yaya Diallo and have begun marching towards Camp Touare.
However, RSO contacts on the ground have not observed any
significant military movements. Some members of the general
staff at Camp Touare have reportedly fled, including the
Chief of Defense, his deputy, and immediate staff. Sources
indicate that General Kaba and Admiral Daffe are staying at
Camp Touare.
2. (C) Ambassador Carter spoke to the UN Resident
Representative who said that she had been hearing similar
reports and had decided to close the UN offices for the day.
On her way home, she reportedly saw a convoy of Red Berets,
also known as the presidential guard, traveling on the North
Corniche Road near the Hotel Camayenne (halfway to downtown),
moving away from the downtown area.
3. (SBU) A warden message and Embassy radio announcement was
sent to advise Amcits to stand fast and avoid travel in
Conakry. No violence has been reported at this time.
Embassy continues to monitor the situation closely and will
provide SITREPS as credible information/confirmed activity is
available.
