1. (C) On April 22, Econoff met with the Chef de Bureau of
the Ministry of Foreign Affairs, Mr. Alpha Oumar Diallo,
regararding support for the U.S. EU declaration regarding
prisoners of conscience (REFTEL). Econoff also supplied Mr.
Diallo with a copy of the diplomatic note on the same
subject.
2. (C) The Chef de Bureau thanked the U.S. for its request.
He stated that Guinea has always supported human rights and
will continue to do so. He said that he will forward the
request to the Minister of Foreign Affairs for his action.
Any further substantive responses will be reported septel.
