1. (U) MFA Director General for Asia Pamela Deen confirmed to
Poloff that Sri Lanka would participate in the ASEAN Regional
Forum Voluntary Demonstration of Response on Disaster Relief
in May 2009. Deen also reported that Minister of Human
Rights and Disaster Management Mahinda Samarasinghe would
represent Sri Lanka at the January 2009 Initial Planning
Conference in Manila. Deen passed contact information for a
working level point-of-contact within the Ministry for Human
Rights and Disaster Management. However that contact,
Additional Secretary K.D. Amarawardena, was unaware of the
conference or the event in May. Minister Samarasinghe is
traveling for the remainder of the week but Poloff received
assurances that once he returned to Colombo Amarawardena
would let us know more details of Sri Lanka's participation.
2. (U) The Philippines does not have an embassy in Colombo.
Sri Lanka is covered out of the Philippines embassy in Dhaka.
Emilio Topacio at the Philippines Embassy in Dhaka reported
that Sri Lanka had not responded to their diplomatic note
inquiring about Sri Lankan participation in the ARF exercise.
Topacio promised to stay in touch and pass additional
information on Sri Lanka's delegation and contribution to the
exercise in May when he received a reply.
