1. (SBU) Summary: In response to the Solicitation for Proposals
received by email from the Office to Monitor and Combat Trafficking
(G/TIP),Embassy Chisinau has reviewed and vetted three proposals,
from the International Organization for Migration (IOM),La Strada,
and Winrock International. Post recommends support for the Winrock
proposal. All applications have been reviewed by the RSO, Resident
Legal Advisor, Political Officer, and USAID Representative.


2. (SBU) Post supports Winrock's proposed USD 330,094 Transnistrian
Women's Support Project to provide young women in Transnistria with
psycho-social support, economic empowerment, trafficking awareness,
and referrals. Winrock's focus on replicating its right-bank work
in Transnistria fits Mission goals of opening up avenues of
cooperation with left-bank civil society.


3. (SBU) Post recommends against funding IOM's proposal (training
community police to increase the capacity of law enforcement in
Moldova to identify victims of trafficking, prevent trafficking, and
locate and prosecute recruiters and traffickers),because it
duplicates the work the Embassy is already undertaking with
President's Initiative money to assist the Center for Combating
Trafficking in Persons (CCTIP),particularly our inclusion of
district and community police officers in our CCTIP training
series.


4. (SBU) Post recommends against funding La Strada's proposal
(reducing trafficking in persons in Moldova by fostering
establishment of an effective and sustainable mechanism to
counteract TIP in Moldova based on an inter-agency approach) because
it duplicates our similar work of supporting integrated anti-TIP
activities through the multi-agency CCTIP and its framework of
prevention, protection and prosecution.
