1. Members of the Embassy Rabat and Consulate General Casablanca
joint Visas Viper Committee met June 2, 2008. The meeting was
chaired by the DCM and was attended by ACG, RAO, LEGATT, DHS, DAO,
RSO, POL, ECON and PD.


2. Discussion centered on a recently uncovered terror network
accused of plotting attacks in Morocco and Belgium, and of
recruiting insurgents for Iraq.


3. Legatt has identified the following eleven arrested members of
the network. All are Moroccan males.

BENZERFA, Houssain born September 4, 1983 in Nador.

DOUDOUCH, Hafid born February 25, 1980 in Metalsa.

EL BOUAZZATI, Abdelilah born January 6, 1983 in Nador.

EL BOUAZZATI, Ali born June 16, 1985 in Nador.

EL MAKDADI, Bouazza born November 24, 1966 in Ferkhana.

GUENNOUN, Marouan born October 11, 1984 in Beni-Nsar.
