1. (C/NF) Australian officials welcomed the U.S. DOD's new
cluster munitions policy, which was delivered in reftel
demarche to Gerry McGuire, Director, Counter-Proliferation
Section, Department of Foreign Affairs and Trade and his
staff on July 10. In addition to advising FM Smith, Mr.
McGuire will also advise his colleagues in the Australian
Department of Defence who were unable to join the meeting.
He commended the USG's continued focus on CCW efforts
regarding cluster munitions and emphasized the importance to
CCW credibility in reaching a solution there. Mr. McGuire
and his staff raised several questions about the DOD
announcement that will been sent separately to PM/WRA for
response.


2. (C/NF) As an aside, Mr. McGuire advised that they had
received a representative from the Russian Embassy earlier
this week who indicated that the Russians were open to a CCW
convention that include transition periods. He commented
that this was a more positive response than previously
received.
