1. (C) Poloff spoke on June 3 to Evan Gallagher, Department
of Foreign Affairs and Trade (DFAT) action officer on the
Asia Pacific Democracy Partnership (APDP),regarding reftel
request for participants for a meeting and
election-observation mission in Ulaanbaatar. Gallagher said
that DFAT would send someone from an embassy in the region,
probably Seoul or Beijing, to represent Australia. That
official will participate in the meeting and will likely join
the election observation mission as well. Gallagher also
said that the Australian Government had considered the U.S.
request for election-monitoring funding but would not be able
to make a contribution. Gallagher asked if the U.S. could
forward a detailed agenda on the activities planned for
Ulaanbaatar as soon as possible.
