2. (SBU) Poloff delivered the U.S. proposal to redefine the
Highly Pathogenic Avian Influenza Virus (HPAI) on the AG's
animal pathogen common control list (reftel) to Gerry
McGuire, Director for Counter-Proliferation, and Alexandra
Jones, Executive Officer, Department of Foreign Affairs and

latest proposal and undertook to circulate the HPAI proposal
to other AG members the same day.
3. (SBU) ACTION REQUESTED: FOR ISN/CG: McGuire requested
that the U.S. provide it with a summary list of all proposals
and other contributions that were to have been circulated in
preparation for the forthcoming AG meeting in order to double
check that it had accounted for all U.S. proposals. He asked
specifically for clarification on whether the 1918 influenza
