SUBJECT: AUSTRALIAN RESPONSE TO BURMESE AND DONOR CONCERNS
REGARDING THE U.S. POSITION ON THE GLOBAL FUND

(SBU) On Dec 18, Poloff delivered U.S. talking points on the
Burmese application to the Global Fund for monies to fund
efforts against malaria, tuberculosis and HIV/AIDS to
Jeannie Henderson, Director for Burma at the Australian
Department of Foreign Affairs and Trade, and to Sue Nelson,
her equivalent at AusAID. Nelson, whose agency has the lead
on this issue within the GOA, said that the GOA was in
complete agreement with American concerns that the Burmese
application to the Global Fund must correct the original
issues that caused the Fund to terminate previous grants.
Moreover, both Australian agency representatives agreed that
securing medical aid for all prisoners under the application
would be of prime importance.
