1. (SBU) During an October 31 meeting with Chris King, Acting
Director for Arms Control, and Tim Bryson, Executive Officer
for Arms Control, Department of Foreign Affairs and Trade,
with responsibility for the Nuclear Suppliers Group, poloff
delivered reftel points, stressing the importance of reaching
consensus at the November 19 Consultative Group (CG) meeting
on the U.S. criteria-based proposal on transfer of enrichment
and reprocessing equipment and technology.
2. (SBU) King affirmed that Australia strongly supported U.S.
efforts to achieve consensus on the proposal, referencing
direct bilateral talks between John Carlson, Director of the
Australian Safeguards and Nonproliferation Office, and
ISN/NESS Director Stratford, and would come prepared to
attend the November 19 CG meeting with appropriate
negotiating authority.
3. (SBU) Bryson asked for the U.S. to share with it a draft
of the current proposal as soon as possible, in order to be
prepared to be supportive at the CG meeting.
