(SBU) We delivered reftel demarche to John Sullivan,
Assistant Secretary for Arms Control and
Counter-Proliferation, and Amanda O'Brien, Acting Director
for Sanctions and Transnational Crime, Department of Foreign
Affairs and Trade, on October 29. (The Sanctions and
Transnational Crime Section ordinarily routes to other
interagency offices with equities in financial sanctions
implementation, including the Treasury Department.) Our
interlocutors were appreciative of the background, points,
media releases and FATF guidance, but had no immediate
substantive reaction.
