1. (SBU) This is an action request. See paragraph 3.
2. (C/NF) DCM delivered reftel points to Annabelle Anderson,
Acting First Assistant Secretary, Europe Division, Department
of Foreign Affairs and Trade (DFAT). Anderson replied that
the GOA will vote "no" on the Kosovo ICJ UNGA resolution, if
it is "in good company". Anderson advised that the GOA UNGA
delegation has instructions to vote no if there is at least a
handful of credible countries voting against the resolution,
such as the U.S., Canada, and some of the European countries.
If the group is too small, the GOA will abstain from the
vote but will speak in support of Kosovo's sovereignty and
against the potentially destablizing impact of the resolution.
3. (C/NF) Anderson requested that the USUN immediately inform
the Australian UN delegation of the countries expected to
vote against the resolution. Post would appreciate receiving
the information, as well, to convey it to DFAT. Point of
