We delivered reftel points to MFA Disarmament Deputy Director
Ahmed Al-Shamawi May 15. Al-Shamawi said that Egypt has no
plans to sign the Oslo draft treaty because the major cluster
munitions-producing nations have not signed. Al-Shamawi said
Egypt agrees with reftel point that language in Article 1(b)
and 1(c) of the draft text will create barriers to
multilateral military cooperation. He said that the MFA
would not send any representatives to the May 19-30 Oslo
Process negotiating session in Dublin, but that the MOD would
send a few officers as observers only.
