1. (C) We delivered ref A demarche March 27 to MFA Counselor
for Arms Control and Disarmament Omar Amr Youssef and passed
non-paper points. Youssef said he would pass the message to
other concerned GOE agencies, but cautioned us "not to be
optimistic" that Egypt would be able to endorse PSI within
the next two months.
2. (C) Comment: We believe the GOE continues to have the same
concerns regarding PSI described in ref B.
