1. (U) Poloff raised Ref A points with Counselor Fabiana
Laguzzo, Director of Women's Issues at the Ministry of
Foreign Affairs on October 27. Laguzzo indicated that she
did not foresee any difficulties in supporting the U.S. bid
for the Executive Committee of the Inter-American Commission
of Women (CIM),especially given that the positions appear to
be uncontested. (She noted that there appeared to be only
five countries seeking five seats on the committee.)


2. (U) Laguzzo asked for the U.S. position on two of the
three projects the CIM is currently considering: 1) women and
migration and 2) women and climactic change. The third
project on women, HIV, and violence is an area that CIM has
traditionally worked on and presented no problems for the
GOA, she said. She indicated that she forwarded the first
two projects to the MFA's technical experts for an opinion on
whether or not to support them. Poloff, drawing from ref B,
informed Laguzzo that the United States has no major problems
with the language of any of the three resolutions. However,
the United States has raised in the CIM Working Group that
there are possible budgetary implications to the various
proposals which may be difficult to fulfill at a time when
the OAS budget is being reduced. Laguzzo agreed, adding that
while Argentina supports the topics in principle, the
projects seem "ambitious" in scope.
