1. (U) On August 12, ECONOFF delivered ref demarche to Dr.
Kristof Horvath, Department Head for Nuclear and Radioactive
Materials at the Hungarian Atomic Energy Authority (HAEA),
and Mark Horvath, Department for Security Policy and
Non-Proliferation at the MFA. Kristof Horvath and Hungarian
PermRep will represent the GOH in the August 21-22 plenary in
Vienna.


2. (U) The GOH expressed general support for the U.S.-drafted
exemption and said that while concerned that India had not
yet joined the Nuclear Nonproliferation Treaty, Hungary would
not impose any conditions on its support. A statement by the
PermRep likely will mention this concern, but HAEA has
promised to consider U.S. points (ref) in drafting the
Hungarian comments. The MFA noted our "ambitious" timeline
and highlighted Austria as one of the major hurdles to the
talks. Our interlocutors also noted that Hungary is
currently a member of the troika and will assume the NSG
Presidency beginning with the next ordinary plenary.
