1. (SBU) MFA Deputy Security and Non-Proliferation
Department Head Gabor Horvath discussed reftel with PolOff on
July 10. Horvath noted that, while Hungary intends to sign
the Oslo Convention on Cluster Munitions, the final text
provides flexibility to continue operations and training with
those countries that still employ the munitions - an
important issue for Hungary. Continuing, he stated that
Hungary is currently participating in the negotiations on the
Protocol to the Convention on Conventional Weapons (CCW) in
Geneva, and he anticipates that portions of the Oslo text
will migrate to the new CCW Protocol.
2. (U) The Assistant Army Attache delivered reftel demarche
to the MoD Director of International Relations, General
Gyenes, on July 9. Gyenes indicated that he would pass the
information to the responsible office within the MoD.
