1. (U) This is an action request. See paragraph 3.
2. (C) MFA Security and Non-proliferation Section Chief Mark
Horvath requested a meeting with PolOff December 16 to
discuss the current status of U.S.-Russian discussions
related to the Joint Data Exchange Center. Commenting that
the current bi-lateral impasse hampers HCOC progress, he
urged both parties to move forward to resolve the
differences. Horvath stated that he will also raise the
issue with his Russian interlocutors. Continuing, he
commented that by early January the Russians will announce
that they will not participate in the HCOC Pre-Launch
Notification regime.
3. (C) Action request: Hungary, as HCOC Chair, requests the
USG provide a clearer picture as to where the U.S. stands on
the current bi-lateral discussions.
