1. (C) POLOFF delivered reftel demarche on 5 December to MFA
Director General for Political Affairs Stefan Tinca. The
talking points, including a request for Romania to recognize
an independent Kosovo, elicited the following reaction:

"What has changed? The grueling exercise of compromising on
EULEX and the language contained in the NATO communique were
because Romania can do these things within the framework of
UNSCR 1244. If you take away 1244, then Romania would be
able to do nothing. What you have offered up does not change
the Romanian position on not recognizing Kosovo."


2. (C) COMMENT: Mission will deliver any Kosovo-related
demarche per Department's request, but the Romanians have
made their position very clear on a number of occasions. We
do not anticipate recognition of Kosovo in the foreseeable
future. END COMMENT
