1. (C) Poloff presented reftel points to Filip de Clercq in
the MFA's Non-Proliferation and Export Controls Office. De
Clercq said although he did not have any information about
the company mentioned reftel, Belgium already considers firms
or possible "front companies" based in Malaysia as high risk.
Belgian customs officials have a standing alert to closely
inspect any potential dual-use items from those companies.
He also noted the EU discussions with Malaysia to put in
place tighter export controls. De Clercq will disseminate
our information through channels to export control and
licensing bureaus on the regional level (these are regional
competencies),with customs on the federal level, and to
others as appropriate.
