1. (SBU) On October 3, 2008 Econoff delivered ref A and B demarches
to the Council for the Control of Financial Activities (COAF) at the
Ministry of Finance. COAF official Bernardo Mota took delivery of
ref A document regarding the Department of the Treasury's (DOT)
Office of Foreign Assets Control(OFAC) designation of eight FARC
international commission members under the Foreign Narcotics Kingpin
Designation Act (Kingpin Act); and Ref B document regarding DOT's
designation of five individuals and two entities pursuant to
Executive Order (E.O.) 13438 for threatening the peace and stability
of Iraq and the Government of Iraq.
2. (SBU) COAF official explained that COAF's standard operating
procedure is to record the names of individuals and organizations in
their databases, and perform a crosscheck to determine whether there
are any links to the Brazilian financial system.
3. (SBU) Regarding ref C designation of three senior Venezuelan
officials under the Kingpin Act for materially assisting the FARC,
COAF official remarked that a search of their records had yielded no
information.
