1. (U) THIS IS AN ACTION REQUEST. PLEASE SEE PARA 5.


2. (C) On June 26, Global Affairs officer delivered reftel
demarche to German MFA Export Control Division Desk Officer
Nancy Reck. Reck said Germany is putting the finishing
touches on a Small Group draft proposal focused on outreach
to non-MTCR partner countries and expanding the scope to
include all regimes (NSG, MTCR, Wassenaar, and Australia
Group).


3. (C) In terms of outreach, Reck said the German proposal
is similar to the U.S. proposal described in reftel. In
light of this coincidence, Reck underscored the need for
close coordination on the U.S. and German proposals. Reck
suggested that Germany host the meeting for representatives
of all interested non-Partner countries, mentioned in reftel,
following the 2009 MTCR Reinforced Point of Contact (RPOC) in
Paris.


4. (C) Although Germany and the U.S. appear to be on the
same page in terms of a desire for outreach, Reck solicited
more information regarding the U.S. philosophy behind its
MTCR outreach objectives. Specifically, Reck asked about
U.S. views on the purpose of such meetings and how large the
intended non-MTCR partner country audience should be. Reck
stated it would be very difficult to bring all
reftel-proposed countries to the table at one time and
instead suggested the scope of non-MTCR partner countries be
narrowed to only include non-MTCR partner countries
possessing significant missile technology. Reck cautioned
the MTCR was never intended to be a universal regime and care
should be taken to not mix outreach with recruitment. In
addition, Reck asked whether future outreach to non-MTCR
partner countries should be handled in a traditional MTCR
bilateral way or multilaterally.

in responding to the questions posed in paragraph 4.
