(S) On May 13, Global Affairs officer delivered reftel
nonpaper to German MFA Export Control Division Desk Officer
Wiebke Wacker regarding continued Iranian procurement efforts
for German-origin Limbach Flugmotoren GmbH UAV engines, this
time via UAE-based Noor Aerospace Technologies. Wacker
expressed appreciation for the nonpaper information and only
said there is an ongoing investigation by the German Federal
Economic and Export Licensing Agency (BAFA) into Limbach
Flugmotoren in connection with previous Iranian end-user
procurement activities. Wacker agreed to pass the reftel
nonpaper to the German interagency export control working
group for further investigation. Post will report any
substantive German response septel.
