1. (S) MFA Export Control Division Desk Officer Wiebke
Wacker provided Global Affairs Officer on May 5 with a
German-language nonpaper response to reftel regarding the
attempted Pakistani procurement of dual-use CNC (computer
numerical control) machine tools from the German firm Deckel
Maho Gildemeister (DMG). Wacker did not have any further
information to add.
2. (S) Begin informal Embassy translation of German-language
nonpaper:
With reference to the Non-Paper from February 8, 2008,
regarding the procurement of CNC-controlled machine tools by
the Pakistani company Intertrade Distributors from the German
company Deckel Maho Gildemeister (DMG) via the Austrian DMG
Holding Europe GmbH, we take this opportunity to bring the
following information to the attention of U.S. authorities.
-- We appreciate the information in connection with
Intertrade Distributors' procurement efforts from DMG Holding
Europe GmbH.
-- The German export control authorities have since
sensitized DMG via a written notice. According to
information provided by DMG Europe in Austria, DMG received a
request from Pakistan concerning the delivery of the machine
mentioned in the nonpaper; however a delivery never took
place.
-- In reference to this incident, the German Federal Office
of Economics and Export Controls (BAFA) requested DMG to
place an inquiry in order to examine the approvability of an
export to Pakistan.
We look forward to continuing our excellent cooperation in
the field of export controls.
