1. (S) MFA Export Control Division Desk Officer Wiebke
Wacker provided Global Affairs Officer February 26 with a
German-language nonpaper responding to ref B demarche, which
contained information about an attempt by the Pakistani firm
Intertrade Distributors to procure technical assistance and
spare parts from the German firm Deckel Maho Gildemeister
(DMG). Wacker explained that German authorities have
investigated the matter and determined that there are
proliferation concerns with Intertrade Distributors. Wacker
said German export control authorities sensitized DMG
concerning future dealings with this company. Wacker added
that DMG reported it is not currently engaged in any business
dealings with Intertrade Distributors. DMG representatives
offered assurances that they would inform German authorities
if they receive a related inquiry from a Pakistani entity.

2. (S) The nonpaper reports that the German export control
officials' investigation into the matter revealed that an
export license was granted in 2002 for DMG to export a
universal drilling and milling machine (DMU 60P) to the
company Mohammed Ishaq Engineering Works in Karachi. The
nonpaper goes on to say that although the company Mohammed
Ishaq Engineering Works is now known to be problematic, at
the time there was no derogatory information about the
company.

3. (S) Begin informal Embassy translation of German-language
nonpaper:

Regarding your August 23, 2007 nonpaper concerning the
efforts of the Pakistani company Intertrade Distributors on
behalf of an unspecified Pakistani company to procure spare
parts as well as technical help for a CNC DMU 60P milling
machine from the German company Deckel Maho Gildemeister
(DMG),we take this opportunity to bring the following
information to the attention of the U.S. authorities:

-- We appreciate the information in connection with
procurement attempts by the company Intertrade Distributors
from the German company Deckel Maho Gildemeister.

-- In the course of their investigation, German export
control authorities concluded that a license was granted in
2002 for the German company DMG to export a Universal
drilling and milling machine DMU 60P to the company Mohammad
Ishaq Engineering Works in Karachi. We presume that this is
the same machine identified in connection with the spare
parts and technical help mentioned in your nonpaper.

-- While the Pakistani company Mohammed Ishaq Engineering
Works is now known to the German authorities, at the time in
question there was no derogatory information on that company.

-- The company DMG has been sensitized to the circumstances
described in the nonpaper. The company reported that it had
not received any inquiry or payment offer concerning the
shipment of spare parts to the company Intertrade
Distributors.

-- The company DMG also reported it had not received any
inquiry concerning the possible provision of technical
assistance to Mohammed Ishaq Engineering Works. The company
agreed to inform German authorities in the event they receive
related inquiries from Pakistani entities.

the field of export controls.
