1. (C) Econoff met with Director General of Germany's export
control agency, (BAFA),Georg Pietsch and Holger Beutel,
BAFA's Head of Division for Industry Outreach and delivered
reftel non-papers. The BAFA officials were eager to explain
the German Government's outreach programs for
non-proliferation generally and Iran specifically.
2. (S) Pietsch and Beutel described BAFA as proactive in its
industry outreach to combat nuclear proliferation. They
conduct seminars for Germany's robust machine tool sector and
publish regulations and informative texts on their public
internet site. (Note: Some, but not all, of the information
is
available in English at www.bafa.de. End Note.) Pietsch
said that German companies exporting to Iran know of the
applicable trade restrictions, as well as the consequences of
violations. Additionally, he noted that BAFA has prepared a
ten-page Iran-specific export control guide to educate and
assist industry, the only county to receive such
country-specific treatment. Pietsch related that exporters'
inquiries to BAFA have increased in the past year. Finally,
he also said that, measured by value,
BAFA reviews two-thirds of Germany's exports to Iran,
compared with only two percent of German word-wide exports.
3. (S) Pietsch also opined that proliferators seeking to ship
goods to Iran have changed their tactics in two significant
ways in recent years. First, they have turned their
procurement efforts away from Germany and are looking
elsewhere for the goods they need. Further, in the past,
they sought to buy entire assembly plants. Today, in
contrast, they are trying to purchase individual components,
and often, in an effort to evade export control regulations,
route goods through several countries before
they ultimately reach Iran.
4. (C) Pietsch spoke quite favorably of his experiences at
the Department of Commerce's recent Update
Conference.
5. (C) Separately, Econoff also met with Dr. Joerg Polster,
Germany MFA Nuclear Suppliers Group (NSG) Desk Officer and
delivered reftel non-papers. Dr. Polster stated that
Germany, in its role as NSG chair, encourages similar efforts
to BAFA's.
