(C) The German government views United Nations Security
Council Resolution (UNSCR) 1835 as a confirmation of previous
UNSCR positions on Iran. Econoff met with Economics Ministry
Office Director Martin Lutz and provided reftel text and
non-paper. Lutz opined that UNSCR 1835 was as strong as
possible, given the current political climate. He cited
Russia, China and India as opponents to strengthening the
current Iran sanctions. He also said that Germany and the EU
continue to work towards its adoption of UNSCR 1803 and hope
to be done by November 2008.
