2. (S) MFA Export Control Division Desk Officer Wiebke
Wacker and MFA Export Control Division Deputy Office Director
Markus Klinger provided Global Affairs Officers January 25
with a German-language nonpaper in response to ref C
demarche, which reported that an agent for Iran's Shahid
Hemmat Industrial Group (SHIG) had ordered a signal generator
(model SMU200A) manufactured by the German firm Rohde and
Schwarz from a UAE-based intermediary. The nonpaper
reiterates ref A request for the names of specific UAE-based
intermediaries involved in the procurement of a Rohde and
Schwarz-manufactured signal generator


3. (S) Wacker and Klinger reported that officials from the
German Federal Office of Economics and Export Controls (BAFA)
had visited Rohde and Schwarz twice already to discuss this
matter. Wacker indicated that during both visits, Rohde and
Schwarz representatives said that they have had no contact
with either UAE intermediaries or SHIG. Rohde and Schwarz
representatives officials also stated that no transactions of
the type mentioned in ref C were planned. Klinger suggested
that, without the requested information, German export
control officials would be unlikely to take further action in
this case.


4. (S) Begin informal Embassy translation of the
German-language nonpaper:

Regarding the 23 October 2007 nonpaper concerning efforts by
the Shahid Hemmat Industrial Group (SHIG) to procure a signal
generator (model SMU200A) from the German company Rohde and
Schwarz via the United Arab Emirates, we take this
opportunity to request information from the U.S. authorities
regarding the identity of the UAE-based intermediaries
mentioned in the nonpaper.

We thank you for the information in connection with SHIG's
acquisition attempt and will endeavor to ascertain the
relevant information concerning the facts in this case.

We look forward to the continuation of our excellent working
relationship in the field of export controls.
