(C) On August 12, Global Affairs Officer delivered reftel 
demarche to MFA Export Control Division Desk Officer Nancy 
Reck. Reck was very appreciative of the reftel information 
and said that the bulleted points were "very helpful" in 
clarifying some ambiguities that Germany had. Reck said that 
she would take a couple of days to look over the text of the 
"Regime Outreach for Small Group Consideration" proposal and 
was confident that Germany would offer feedback within a 
couple of weeks. Post will report any substantive German 
response septel.
