1. (S) In response to reftel demarche, Germany indicates
the German firm Gebr Saacke GmbH & Co has had no business
dealings with the Pakistani firm Premier International and
has since been sensitized to future procurement efforts. On
July 21, 2008, German MFA Export Control Division Desk
Officer Wiebke Wacker provided Global Affairs Officer with a
German-language nonpaper responding to a February 2008 reftel
inquiry.


2. (S) Begin informal Embassy translation of
German-language nonpaper:

With reference to the Non-paper from February 8, 2008
regarding the procurement of goods by the Pakistani firm
Premier International in support of their nuclear weapons
program from the German firm, Gebr Saacke GmbH & Co, we take
this opportunity to bring the following information to the
attention of US authorities:

We thank you for the information regarding procurement
attempts by the Pakistani firm Premier International.

German export control authorities have since approached and
sensitized the German firm Gebr Saacke GmbH & Co.

The German firm conveyed that there exists no business
dealings with the Pakistani firm Premier International and no
corresponding requests from the Pakistani side.

The investigation of the German authorities revealed no
indications regarding exports from the German firm Gebr
Saacke GmbH & Co., to Pakistani firms.

We look forward to the continuation of our excellent working
relationship in the field of export controls.
