1. On May 19, Poloff met with Ayesha Borland of the Ministry of
Foreign Affairs to discuss reftel concerning Global Maritime
Partnerships (GMP).
2. Ms. Borland stated that Belize, as a sea-bordering nation, would
have an interest in and could certainly benefit from an organization
that promoted international commerce, safety, security, and freedom
of the seas. However, Belize is extremely resource constrained,
particularly in the area of human resources and many of its security
initiatives, including the Belize Coast Guard, are relatively new.
The GoB would need a clearer picture of its obligations if Belize
were to participate but would like to continue to hear updates on
the GMP initiative.
