1. Dr. Carla Barnett was appointed by Prime Minister Dean Barrow on
Monday, February 11, 2008. Following is her biography.

1984-1985 University of Western Ontario, Canada; Master's in
Economics

Dr. Barnett has written and spoken on a wide variety of topics
during her career, including on "Defining Ethnicity in Belize,
Understanding Our History" (UWI 2002); her Ph.D. dissertation on
"The Political Economy of Land in Belize (1990); and "The Impact of
the Mexican Peso Devaluation on Belize - 1982" (1985). She was an
integral part of Belize's debt restructuring in early 2007 under the
PUP administration.

Dr. Barnett also worked in the banking field at the Caribbean
Development Bank in Barbados and has chaired many boards throughout
her career, including being Chairperson in 2004 of the Belize
Governance Improvement Commission and has represented Belize on
various Boards of Governors such as the Caribbean Development Bank,
the Inter-American Development Bank, the World Bank and the
International Finance Corporation (a member of the World Bank
Group). In December 2003, Dr. Barnett received the honor of CBE for
her distinguished career in the public service.
4. Political Affiliation/ Work:
Dr. Barnett has held high level appointments with both PUP and UDP
administrations.
5. Other:
Dr. Barnett is married to Lloyd Pandy; they have a daughter and a
son. Barnett and her husband are proprietors of Pueblo Escondido, a
farm and wildlife observation garden located in Lucky Strike
Village, Belize District.
