Division Deputy Director Yao Shaojun said his personal
opinion is that it "should not be difficult" for UNSC members
to eliminate the words "disproportionate and excessive," but
he was noncommittal about China's official position on this
wording or on the holding of another experts meeting.
Overall, Yao said, "China will not be on the forefront on
this issue."
