1. (C) PolOff on December 15 conveyed to MFA International
Organizations and Conferences Department Specialized UN
Agencies Division Deputy Director Luo Xiaobo and Ministry of
Education UNESCO Affairs Office Program Officer Ge Siying
reftel points informing China of U.S. concerns over the
candidacy of Egyptian Minister of Culture Farouk Hosni for
Director General of UNESCO. Luo and Ge were familiar with
the concerns about Hosni. Neither ruled out China's eventual
support of Hosni's candidacy, but Luo said the Chinese
Government welcomes cooperation with the United States on
this issue and would seriously consider U.S. concerns.
"Since there is plenty of time before the election," he said,
the international community should be able to work out a
solution that addresses the concerns of all sides. He urged
the U.S. Government to "stay in touch" on the issue.
