Security Coordinator (OSC) has advised the U.S. Olympic
Committee (USOC) that Chinese officials have denied access
to USG Field Liaison Officers (FLO) assigned to the
National Stadium (Bird,s Nest) during the Olympics Opening
Ceremony on 08/08/2008. Two FLOs were to accompany
approximately 600 U.S. Olympic athletes during the event.
Despite the lack of a FLO presence on the field, the JOC
will have access to situational awareness information from
inside the stadium from U.S. Secret Service (USSS) agents
providing coverage for the President,s visit. The OSC
noted that FLOs assigned to the Bird,s Nest have been
granted access to the venue for all other events.
14. (SBU) New Beijing Airspace Procedures: On
08/06/2008, the Federal Aviation Administration (FAA)
representative in the JOC was notified by Chinese
counterparts that effective immediately, pilots of all
aircraft entering Beijing airspace are required to verify
that their aircraft security has not been compromised. The
Notice to Airmen (NOTAM) issued by the Chinese indicates
the new procedures apply to civilian, corporate, and
military aircraft, as well as to routine commercial airline
flights. The FAA representative has contacted U.S.-based
airspace users and has disseminated common response
terminology to be used by all U.S. air carriers approaching
Beijing. As previously noted by Transportation Security
Administration (TSA) personnel, 08/07/2008 marks the peak
travel day for flight arrivals and departures at Beijing
Capital International Airport (BCIA),with an estimated
1,500 flights and 260,000 passengers per day expected
(ref. a). Nine TSA representatives are currently stationed
at airports in Beijing, Shanghai, and Hong Kong to monitor
flight arrivals and departures.
15. (SBU) FBI Meets with MPS Counterparts: On
08/06/2008, a group of FBI Subject Matter Experts (SME),
including experts in the fields of hostage negotiation,
weapons of mass destruction, and hazardous materials, met
with the Chinese Ministry of Public Security (MPS). The
MPS expressed its appreciation for USG support for Olympic
security and reiterated its intention to utilize these SME
if needed.
16. (S/NF) Security for Opening Ceremony Rehearsal: On
08/05/2008, personnel assigned to the U.S. Defense Attache
Office (DAO) in Beijing observed increased security during
the third and final rehearsal for the Olympics Opening
Ceremony. At the Olympic Green, DAO personnel noted a one
block outer perimeter established around the entire area
with uniformed People,s Armed Police (PAP) stationed at
measured intervals, controlled pedestrian entry points
secured by PAP and the Public Security Bureau (PSB),and
well-manned Vehicular Entry Control Points on all roads.
At Tiananmen Square, PAP had established an outer perimeter
