1. (S) PolOff delivered reftel message asking China to
investigate the February 2008 sale of a fiber coil winding
machine and integrated optical chips to Pakistan's Advanced
Engineering and Research Organization (AERO) to MFA Arms
Control and Disarmament Department Missile Division Deputy
Director Wang Daxue on July 9. PolOff said the United States
is particularly concerned about China's transfer of sensitive
technology to Pakistan in light of recent discussions among
U.S. and Chinese leaders regarding Pakistan's potential
instability.
2. (S) Wang said he would report the information provided to
Chinese "enforcement agencies" who would take "appropriate
measures to investigate" this case. Wang promised to provide
further information about this case when it becomes available
"as China has done with other proliferation cases of concern
raised in the past" by the United States.
