1. (S) PolOff urged China to take immediate steps to
investigate the transfer of missile-related material by a
Chinese company to Syria, including via a North Korean
intermediary, in a meeting with MFA Arms Control and
Disarmament Department Missile Division Deputy Director Wang
Daxue on April 8.
2. (S) Wang said China would promptly investigate the
transactions, but wondered if the United States knew the
address and Chinese name of the Shenyang Huali Economic
Trading Company, or which port in China the firm might have
been used to ship the cargos. Bill of lading and invoice
numbers would also be useful, Wang said, saying such
information has been very useful to Chinese law enforcement
officials investigating past transfers.
