1. (C) Ambassador raised ref A points on the Serbia's UNGA
resolution on Kosovo and the International Court of Justice
(ICJ) with MFA PermSec Virasakdi Futrakul October 7,
underscoring the U.S. interest in like-minded votes.
Virasakdi said that Thai policy on Kosovo recognition
remained unchanged, but he noted Thai concern over its border
dispute with Cambodia and preference that the ICJ not become
involved. Ambassador reiterated that the U.S. advocated that
Thailand and Cambodia seek a bilateral peaceful resolution to
their border dispute.


2. (C) We separately raised the UNGA resolution with with MFA
Director for Central and Eastern Europe Pachuen Phornmongkol.
Pachuen implied that the RTG would abstain or vote against
Serbia's resolution due to sensitivities in Thailand over ICJ
rulings on border issues involving Cambodia.
