1. (C) Acting DCM on July 2 delivered ref A points to MFA
Director General for European Affairs Ambassador Suthee Na
Lumpang. Suthee said the RTG position remained as it was
when the Ambassador earlier engaged on Kosovo (ref B and C)
-- the RTG was reluctant to recognize Kosovo's independence.
Suthee said he would bring our request to the attention of
higher authorities, and he would ask the Thai mission in
Brussels to follow the matter.


2. (C) We asked whether the RTG's policy on Kosovo might be
affected by the views of other ASEAN countries, and Suthee
said "probably not," adding that they wouldn't usually
coordinate on issues of this kind.


3. (C) Suthee said he had received a similar request on
Kosovo recognition from the British government. Separately,
the British Embassy's Political Counselor told us that Prime
Minister Samak was planning a visit to Moscow, and the RTG
was certain not to recognize Kosovo's independence before
that trip. Other contacts told us that the Russian side has
proposed the visit take place in mid-October, but the Thai
side has not yet agreed on a date.
