1. (C) DCM met with MFA Director General for European Affairs
Ambassador Suthee Na Lumpang on January 11 to deliver reftel
points on the resolution of Kosovo's status and emphasized
that the USG intends to recognize Kosovo once independence is
declared. The USG hopes Thailand will do the same.
Ambassador Suthee replied that the RTG sympathized with the
experience of the Balkans and with Kosovo in particular. He
agreed that the views of the people of Kosovo should be
respected and with that in mind, Suthee said he would study
the issue carefully before briefing his Foreign Minister.
2. (C) Suthee inquired if the USG would consider compromising
with Russia on this issue, in recognition of Russia's fears
that other former Soviet states with internal independence
movements would be forced into a similar situation as that
which Belgrade now faces. The DCM underlined that the USG
does not view Kosovo as precedent setting because Kosovo is a
unique case on many levels. Suthee said that he would be in
contact with the DCM once the RTG finalized its position on
Kosovo, emphasizing that, as the MFA did not have a strong
presence in the Balkans, the RTG had yet to formulate a
policy on Kosovo's status.
