1. (SBU) POLOFF conveyed reftel points in an April 21 meeting
with Pattarat Hongtong, Director, Peace, Security and
Disarmament Division of the Ministry of Foreign Affairs.
POLOFF emphasized the potential benefits to be gained through
support of the P3's (U.S., French, UK) proposal for a
strengthened UNSCR 1540 Committee mandate, including improved
capacity-building, coordination with regional organizations
and 1540 implementation.


2. (SBU) Pattarat said she was aware that the Committee's
mandate was coming up for renewal, but was not familiar with
the P3 proposal, and knew of no formal position that had been
developed by the Royal Thai government (RTG). She agreed
with the importance of countering the proliferation of WMD,
and mentioned upcoming meetings of the Council for Security
Cooperation in the Asia Pacific (CSCAP) and Asian
Senior-Level Talks on Non-Proliferation (ASTOP) devoted to
this issue. Pattarat said that she would consult with Thai
officials at the UN and ASEAN Secretariat, and the MFA would
reach out to the five targeted UNSC countries based upon that
feedback.
