SUBJECT: AZERBAIJAN TO LOOK INTO ITS REQUIREMENTS FOR
POST-UNSCR ARRANGEMENTS IN IRAQ

(S) In a conversation with the Ministry of Foreign Affairs'
Security Affairs Department Second Secretary Anar Jahangirli
on July 9, the Embassy discussed reftel points regarding the
negotiations on a Status of Forces Agreement with Iraq. The
Embassy also asked Jahangirli about any requirements the GOAJ
had to maintain its troop presence in Iraq in 2009, and he
promised to look into the issue closely and report back to
the Embassy in the near future. We will follow up with
Jahangirli as necessary and report the GOAJ's requirements to
maintain its troop presence as soon we know them. The GOAJ
remains fully committed to remaining a coalition partner, and
we believe that it will do whatever is necessary to maintain
troops in Iraq.
