1. (C) The Embassy delivered the points in reftel on the
importance of recognizing Kosovo via a letter from the
Ambassador to Azerbaijan's Foreign Minister Elmar
Mammadyarov. Given the GOAJ's foreign policy focus on the
conflict over the status of Nagorno-Karabakh and its concerns
about Kosovo being a precedent for the resolution of
separatist conflicts, Azerbaijan is unlikely to recognize
Kosovo in the near future. However, the Embassy will follow
up on the letter with the MFA and continue to raise the issue
as necessary.
