(S/NF) On May 20 POLOFF delivered ref a points regarding the
listing request of the Revival of Islamic Heritage Society
(RIHS) under UNSCR 1267 to Yalchin Rafiyev, an officer in the
MFA's Security Affairs Department. Rafiyev acknowledged the
GOAJ's closure of RIHS in 2001 and stressed the GOAJ's
general commitment to counterterrorism. He was unable to
offer a substantive answer to our request for co-sponsoring
the proposed listing but promised he would deliver the
message to his superiors. Rafiyev also said he was unable to
provide any further information on RIHS activity in
Azerbaijan since the closure. (Comment: In our previous
discussions of RIHS, GOAJ officials have stressed that they
were unaware of any RIHS activity in Azerbaijan since its
closure in 2001, ref b.)
