(C) Poloff delivered reftel demarche to Azerbaijani MFA OIC
desk officer Elmar Alizada on March 3. Alizada said he would
raise this issue with Deputy Foreign Minister Sadikov, who is
responsible for OIC issues, to see if he can meet with
Ambassador Swing. Alizada also pledged to forward the
information to Deputy Foreign Minister Araz Azimov's staff,
who oversees the GOAJ's voting positions within multilateral
organizations, including within the IOM and OIC. The GOAJ
often has vote-swapping agreements with other countries
whereby the GOAJ strives to gain support for its position on
Nagorno-Karabakh in multilateral organizations.
