Answers to Reftel's para 4 are as follows:

- Answer to 4A: The Political-Economic Section handles
Embassy energy matters, i.e. development of the Azerbaijani
Energy Sector. There is one FSO working on this issue, and
one FSN.

- Answer to 4B: 1 Political Officer, 60 percent of the
time; 1 Econ FSN 10 percent of the time

- Answer to 4C: The Political officer is Deputy Head of
the Political-Economic section. He analyzes open-source
reporting and meets with government officials, State Oil
Company and International Energy Company executives to
inform Washington as to the latest developments in
Azerbaijan's efforts to develop its oil and gas sector.
Other than a one-week course at FSI, he has no especial
qualifications for this position.
