ON SOMALI PIRACY INAUGURAL MEETING

1. (SBU) A/Political Counselor delivered reftel invitation
and points on December 22 on the inaugural meeting of the
Contact Group on Somali Piracy (CGSP) to Dimitrios
Papandreou, Counselor for Non-proliferation and Security in
the MFA's D1 (IO equivalent) Department. Papandreou
immediately confirmed that Greece would attend the GCSP
inaugural meeting.
2. (SBU) Papandreou later informed us that the Greek
delegation will be headed by Ambassador Tryphon S.
Paraskevopoulos, Director of the MFA's D1 Department for
United Nations and International Specialized Organizations
and Conferences. The Greek delegation will be comprised of
Ambassador Paraksevopoulos, Papandreou, assistant legal
advisor Fani Livada, and possibly a member of the Greek
Permanent Mission to the UN. A/Pol Counselor noted that we
were certain that there would be sufficient room for a
principal representative plus one, but that it was unclear if
there would be sufficient space for larger delegations.
3. (SBU) Papandreou had one major comment on the proposed
agenda. After consulting within the ministry, he said that
the GOG would "prefer" that this inaugural meeting of the
CGSP not/not have working group meetings. The Greeks believe
that the meeting's primary purpose should be 1) to launch the
CGSP and 2) agree on the CGSP Statement of Principles. This
can be achieved in a plenary. The Greek delegation will
likely "not be ready" for working group discussions nor "have
enough people to manage working groups." Papandreou said
Greece would prefer that the plenary discus what working
groups may be required and then take decisions on the
substance and timing of their work.
