1. (SBU) PolOff spoke with the Ministry of Foreign Affairs
(MFA) Director of International Organizations Carlos
Ruckelshaussen May 8 and delivered reftel demarches. PolOff
briefed Ruckelshaussen on U.S. support for UNSCR 1803 and
left a copy of the UNSCR 1803 text and annexes as non-papers
(ref A). PolOff referred to IAEA Director General
ElBaradei's February 22 report on Iran during the discussion
with Ruckelshaussen on UNSCR 1803 (ref B). He also conveyed
USG's views on Iranian noncompliance and
weaponization-related activities and left non-paper with
Ruckelshaussen outlining the IAEA Secretariat's February 25
briefing to UN member states (ref C). PolOff encouraged the
Paraguayan government to take all steps necessary to ensure
swift and full implementation of the dual use item provision
of UNSCR 1803 and gave Ruckelshaussen related non-paper (ref
D). PolOff also reminded Ruckelshaussen that the Paraguayan
government should prohibit the travel of designated Iranian
proliferators as authorized by UNSCR 1737, 1747, and 1803
(ref E).
2. (SBU) Ruckelshaussen told PolOff that the Paraguayan
government is complying with UNSCR 1737, 1747, and 1803. He
said that he will review the information provided by PolOff
and will share with appropriate members of the MFA as needed.
He confirmed that the Paraguayan government does not have
domestic procedures in place to ensure that designated
individuals or those subject to "vigilence and restrait" are
appropriately vetted or denied entry. He also noted that
Paraguay has few direct business ties with the individuals
and companies listed in the UNSCR 1803 annexes.
3. (SBU) PolOff delivered the text of the 60-day report on
UNSCR 1803 implementation to Ruckelshaussen May 12 and
encouraged the Paraguayan government to submit its 60-day
report (ref F). Post has not received any other responses
regarding these demarches.
