(C) A contact from inside the hard-line Alliance for the
Re-liberation of Somalia (ARS) informed Emboff on November 25
that unnamed private Saudi donors provide most of the ARS's
funding. The contact told Emboff in a previous conversation
that Gulf country donors (Saudi Arabia, the U.A.E, Qatar, and
Iran) provide the ARS with "hundreds of millions" of dollars
(reftel). The contact added that the Eritrean government
siphons off 60% of the funds prior to giving the ARS its cut.
