1. (C) RSO observed Sheikh Dahir Hassan Aweys at the Lion
Hotel restaurant in Asmara on 11/06/08. At approximately
1400 hrs, Aweys, accompanied by three unknown males entered
the restaurant, which was empty of other patrons except for
those at the RSO's table. Aweys looked at the RSO's table,
walked to the far end of the restaurant and then walked back
and sat down at the table next where the RSO was sitting.
Aweys' companions were well-dressed in European suits and
appeared to be Somalis. One was in his 20s, the other two
were in their late 30s. None of his companions appeared to
be armed and there were no visible Eritrean security escorts
accompanying Aweys. Aweys repeatedly stared at the RSO's
table. RSO was accompanied by other embassy staff and the
deputy chief of the UK embassy. The Lion Hotel is located in
the nicest neighborhood in Asmara where many diplomats live.
2. (C) Post Comments: During a CODEL visit in 01/08,
Eritrean security officials told FSNI they provided security
details for the Alliance for the Reliberation of Somalia
leaders in Asmara. RSO did not observe any security for
Aweys in the restaurant or outside the immediate area of the
Lion Hotel.
